Independent guide · customer experience and loyalty
SME Package Service Luxembourg: fund 70% of the improvement of your customer relations.
Direct answer
The SME Package Service is an aid from the Ministry of the Economy that funds 70% of the eligible costs of individualised support to build customer loyalty for an SME, for a quote of €3,000 to €25,000 excl. VAT, i.e. at most €17,500. The provider identifies areas for improvement across three official strands, atmosphere, customer relations and products, and proposes concrete solutions.
It is an often overlooked package: many companies try to put a customer relations project through the Digital or AI package, and risk being redirected. This guide clarifies the official scope, the fundable projects and how to choose between the three packages.
Our updates on the scheme will appear first in Google's "Top stories" results.

01 · Official scopeBy the end of this section, you will know whether your project really falls under the Service package
What exactly does the SME Package Service fund?
The SME Package Service funds the intervention of a provider who analyses the experience of your customers, identifies areas for improvement and proposes practical solutions to build their loyalty. According to the official fact sheet, the aim is to offer an experience tailored to customers' expectations. Three strands structure the scope; they do not overlap with those of the Digital package.
Strand 01
Atmosphere
The customer journey and the ambience of the commercial space. Everything that happens between the moment the customer makes contact and the moment they leave with an impression.
Analysis and redesign of the customer journey
Recommendations on layout, flow and signage
Presentation of the offer and sensory consistency
Friction points identified and removed
Strand 02
Customer relations
Understanding needs, personalising the service, the quality of interactions and the attitude to adopt with customers. This is the strand that transfers most easily to every sector, including B2B.
Study of expectations and customer segmentation
Service standards and welcome scripts
Training of customer-facing staff
System for collecting and handling reviews
Strand 03
Products
Consistency between the offer, the target customer and value for money: do your products and services still meet the expectations of the customers you are targeting?
Review of the range and its fit with the target
Positioning and price architecture
Consistency between the promise and the actual experience
Building a loyalty offer
A common misreading. According to our reading, the Service package covers neither the purchase of furniture, nor fit-out works, nor customer relationship software. It covers the service of a provider: diagnostic, recommendations, support, training. The official fact sheet provides that the provider identifies areas for improvement and proposes practical solutions: this work is the deliverable, not the items that result from it.

Customer relations: Service, Digital or AI?
The deciding rule
The package follows the provider's deliverable, not the manager's intention. If the provider delivers a diagnostic and a transformation of the experience, it is Service. If it delivers configured software, it is Digital. If it delivers automated processing using artificial intelligence, it is AI. The same need can therefore be funded in three ways, and attaching it to the wrong package is a ground for rejection.

How to choose in practice. Ask yourself one simple question: what will exist at the end of the project that did not exist before? A report, written standards and trained staff: that is Service. Software in production: that is Digital. Automated processing that runs without human intervention: that is AI. When the need covers several of these deliverables, it can be presented in successive applications attached to different packages, provided that the projects are genuinely separate, without double funding of the same expenses, validated separately and within the de minimis ceiling.
Unsure which package to aim for?
We qualify the project, attach it to the right scheme and check your remaining de minimis headroom before any submission. Attaching it to the wrong package exposes the application to rejection.
Which Service projects can be funded, and with what budget?
Six types of project come up frequently, with indicative budgets of €9,000 to €16,000 excl. VAT, i.e. €6,300 to €11,200 of theoretical grant: customer journey diagnostic, service standards and training, review of the offer, customer listening system, design of the commercial space and loyalty programme. These services rely on intervention time rather than technical integration, which generally makes them less expensive than a Digital or AI project.

Watch the floor. For the Service package, the €3,000 excl. VAT threshold can rule out small interventions: a two-day assignment billed at €2,400 falls outside the scheme's range. Grouping the diagnostic, support and training into a single service makes it possible both to clear the floor and to produce a stronger deliverable.
04 · By sector
Who benefits most from the Service package?
The Service package mainly benefits companies whose turnover depends directly on the customer experience: hospitality (Horeca), retail and crafts first and foremost. Any SME that meets the conditions of the scheme (SME status, business permit, registered office in Luxembourg, non-excluded sector, de minimis ceiling) may nevertheless apply, including in B2B services.
Horeca
Restaurants and hotels
The customer journey plays out in a few minutes and the online review fixes it for a long time. Diagnostic of front-of-house service, welcome standards, consistency between the menu, the price and the target clientele.

Why this package is often overlooked. In our observation, the providers who promote the SME Packages are mainly digital agencies and IT integrators, who naturally steer companies towards the Digital and AI packages. The Service package calls for a provider specialising in customer experience, organisation or retail, a profile that communicates less about these aids. Many companies that could apply therefore never hear about it.
05 · Administrative process
How to obtain the SME Package Service, step by step?
Direct answer
The process has six steps: mandatory pre-analysis with the House of Entrepreneurship or eHandwierk, choice of provider and quote, application prepared with the chamber's adviser, decision by the Ministry of the Economy, the provider's intervention, then the evaluation meeting and payment. Allow 4 to 6 months as an indication. Nothing should be ordered before approval, and the company pre-finances the service.

SME Package Service: answers to the most common questions
What is the SME Package Service?
The SME Package Service is an aid from the Luxembourg Ministry of the Economy that funds 70% of the eligible costs of individualised support aimed at building customer loyalty for an SME. A provider analyses the customer experience across three strands, atmosphere, customer relations and products, identifies areas for improvement and proposes practical solutions. The quote must be between €3,000 and €25,000 excl. VAT, i.e. at most €17,500 of aid.
How much is the SME Package Service worth?
The SME Package Service funds 70% of the eligible costs of a service worth between €3,000 and €25,000 excluding VAT, i.e. a maximum grant of €17,500, paid after the final evaluation meeting. These are the same parameters as for the other packages of the scheme.
What is the difference between the Service package and the Digital package?
The difference lies in the deliverable: the Service package funds human work on the customer experience: diagnostic, recommendations, standards, training. The Digital package funds the implementation of digital tools, including CRM and management systems. A CRM falls under Digital, even when it serves customer relations. Support on how to deal with customers falls under Service, even when it leads to using a tool.
Are shop fit-out works funded?
In principle, no: shop fit-out works are not funded by the SME Package Service. According to our reading, the scheme targets the provision of services: design, diagnostic and support. Works, furniture and equipment in principle remain the company's responsibility. A design service for the commercial space is potentially eligible; its physical execution is in principle not retained. Each item is confirmed in the pre-analysis.
What type of provider should I choose?
For the SME Package Service, choose a provider able to produce a documented deliverable on the customer experience; no official list of approved providers is published and the choice is free. The relevant profile is a customer experience consultant, a sales organisation consultancy or a specialist in the sector concerned, rather than a digital agency. Their written recommendations will serve as the basis for the final evaluation meeting.
Is customer relations training eligible?
Yes, customer relations training can be eligible for the SME Package Service, to be confirmed in the pre-analysis: staff training naturally fits within the customer relations strand, which covers understanding needs, personalising the service and the attitude to adopt with customers. It is stronger when it is integrated into overall support rather than presented as a stand-alone training action, which rather falls under other schemes, such as the co-financing of continuing vocational training.
Does the Service package only concern retail?
No, the SME Package Service does not only concern retail. Any SME holding a business permit and a registered office in Luxembourg may apply, subject to the other conditions of the scheme (SME status, sector, de minimis ceiling) and to validation of the project. The Atmosphere strand speaks more to shops and the hospitality sector (Horeca), but the Customer relations and Products strands apply just as well to a craft business, a service firm or a B2B company.
Is the pre-analysis mandatory for the Service package?
Yes, the pre-analysis is mandatory for the SME Package Service. The company first contacts the House of Entrepreneurship of the Chamber of Commerce or the eHandwierk service of the Chamber of Skilled Trades, whose advisers then support the preparation of the application. The project must not start before approval by the Ministry of the Economy.
Do I have to pre-finance the Service project?
Yes, the company must pre-finance its SME Package Service project. The aid is paid after the final evaluation meeting, on presentation of paid invoices. On a fully retained quote of €14,000 excl. VAT, the company pays €16,380 incl. VAT (VAT at 17%) before receiving €9,800. VAT is in principle recoverable for a taxable company with a right of deduction.
How long does the Service package process take?
The SME Package Service process generally takes four to six months, as an indication: pre-analysis and quote in a few weeks, a Ministry decision in three to six weeks as observed on our files, the provider's intervention, then the evaluation meeting and payment. The administration does not publish a guaranteed timeframe.
Can Service be combined with Digital or AI?
Yes, the Service package can be combined with Digital or AI, but not automatically. Several packages can be requested for separate projects, without double funding of the same expenses, with each application approved before work starts and within the ceiling of €300,000 of de minimis aid per single undertaking (linked undertakings included) over any rolling three-year period set by Regulation (EU) 2023/2831. An effective sequence is to start with the Service package to frame the target experience, then to equip the recommendations with tools via the Digital package or the AI package.
Why is the Service package less well known than the others?
In our observation, the SME Package Service is less well known because communication about the SME Packages comes mainly from IT providers, who steer companies towards the Digital and AI packages. The Service package calls for a different type of provider, who communicates less about these aids. Its access conditions are nevertheless the same as those of the other packages.
