SME Package Digital Luxembourg: fund 70% of your digitalisation, up to €17,500.
Direct answer
The SME Package Digital funds 70% of the eligible costs of a digitalisation project of between €3,000 and €25,000 excluding VAT, i.e. a maximum grant of €17,500. The official scope covers three strands: digital marketing, management system and e-invoicing. The scheme targets the provider's services; hardware and licences on their own are in principle not retained.
This guide details the scope published by the Ministry of the Economy, typical projects, indicative budgets, the full administrative process and the mistakes that get an application rejected. Written by a licensed accountant who prepares these applications.
Our updates on the scheme will appear first in Google's “Top stories” results.

01 · Official scopeBy the end of this section, you will know whether your project falls within the Digital scope
What exactly does the SME Package Digital fund?
The Ministry of the Economy defines three strands. Any project that does not relate to one of the three falls outside the package, whatever its technical quality.
Strand 01
Digital marketing
Creating or improving the website, social media campaigns, online visibility. This is the broadest strand and the one most frequently used by shops and service businesses.
Showcase website or complete redesign
Online shop and sales funnel
Local search optimisation for Luxembourg
Social media strategy and campaigns
Strand 02
Management system
Cash register, software specific to your sector, ERP. The strand with the largest budgets, and the one that produces the most measurable return on investment.
ERP, including Odoo, and business modules
CRM and sales management
Stock management, scheduling, time tracking
Connected till and payment system
Strand 03
E-invoicing
ERP system with an e-invoicing module. A strategic strand in Luxembourg: e-invoicing is already mandatory for the public contracts concerned (B2G, via Peppol). For domestic B2B transactions, bill No. 8815, tabled on 30 July 2026 and not yet adopted, provides for mandatory receipt from 1st January 2028 and mandatory issuance phased in over 2028 and 2029. These dates may change during the legislative procedure.

Not retained
Key.Listed in the fact sheet: item corresponding to an element cited in the official fact sheet. To be confirmed: potentially eligible, to be validated during the pre-analysis. Not retained: in principle excluded under the applicable conditions and according to our reading. The official fact sheet does not publish an exhaustive grid of expenses: this table is the firm's reading, not an administrative decision.
In practice: if, on a quote of €25,000 excl. VAT, €8,000 of annual licences are not retained, the cost base falls to €17,000, i.e. a grant of €11,900 instead of €17,500. Breaking the quote down item by item makes it possible to have this point settled in the pre-analysis rather than at payment.
Is your quote broken down item by item?
We review the provider's quote before the pre-analysis and flag each line whose eligibility will need to be confirmed. This avoids unpleasant surprises at payment.

02 · Projects and budgetsBy the end of this section, you will know what your project really costs, net of the grant
Which Digital projects are actually funded, and at what budget?
Order of magnitude
On Luxembourg SME files, Digital services most often fall between €12,000 and €22,000 excl. VAT, i.e. €8,400 to €15,400 of grant. A quote below €3,000 excl. VAT falls outside the scheme's range. A need above €25,000 excl. VAT does not automatically benefit from €17,500: its scope must first be qualified in the pre-analysis.

Typical budget excl. VAT€10,000
Grant€7,000
A point to watch on digital marketing. Buying advertising space, a Google or Meta media budget and tool subscriptions do not constitute a provision of services within the meaning of the scheme. What is funded is the provider's work: strategy, production, configuration, training. A quote that mixes fees and media budget without separating them puts the whole application at risk.

The official fact sheet provides for a project and a quote of between €3,000 and €25,000 excl. VAT. A larger need, for example €32,000, does not automatically entitle you to €17,500: its admissibility requires its scope to be qualified beforehand with the chamber's adviser, during the pre-analysis, followed by the Ministry's decision. Depending on the case, the project may be refocused on a scope of €25,000 excl. VAT at most, or split into genuinely separate projects, each attached to its own package, without double funding of the same expenses, approved separately and within the de minimis ceiling. None of these arrangements is guaranteed in advance.
03 · Administrative processBy the end of this section, you will know when you will be reimbursed and when not to order anything
How do you obtain the SME Package Digital, step by step?
The official process has six steps. The tipping point lies between step 4 and step 5: nothing must be ordered or paid before the notification of approval.
Week 1
1
Mandatory pre-analysis
Meeting with the House of Entrepreneurship of the Chamber of Commerce, or with the eHandwierk service of the Chamber of Skilled Trades for craft businesses. It must take place before the application is submitted.
Mandatory official step
Weeks 1 to 3
2
Defining the package and choosing the provider
You select the provider and draw up the quote. No official list of approved providers is published: the choice is yours, and the quality of the quote determines which expenses can be retained.
Quote of €3,000 to €25,000 excl. VAT
Weeks 3 to 4
3
Preparing and submitting the application
The advisers of the House of Entrepreneurship and of the eHandwierk service support the preparation of the application, which is submitted following the procedure described on guichet.public.lu. Our preparation checklist (not issued by the Ministry) brings together the business permit, the RCS extract, evidence of SME status, the pre-analysis elements, the detailed quote, the project description and the de minimis declaration.
Application prepared with the chamber's adviser
Weeks 4 to 10
4
Review by the Ministry of the Economy
The Ministry of the Economy analyses the application and decides. Indicative timeframe observed on our files: three to six weeks when the file is complete, longer when a document is missing and triggers a back-and-forth.
Do not order anything. Any order or payment made before the notification of approval exposes the expense to exclusion from funding. This is a frequent cause of refusal.
Months 3 to 6
5
Implementation by the provider
Deployment, data migration, configuration and training. Invoices must match the approved quote, line by line. A difference in scope between the quote and the invoice blocks the payment.
Quote and invoice consistency
Months 5 to 7
6
Evaluation meeting then reimbursement
An evaluation meeting closes the project, then the 70% grant is paid on presentation of proof of completion and payment. Payment takes place after the provider has been paid, which requires a cash advance.
Payment of the 70%
The constraint nobody anticipates: cash flow. You first pay the provider in full, and you are reimbursed afterwards. On a project of €20,000 excl. VAT, the company pays out €23,400 incl. VAT (VAT at 17%, in principle recoverable if it has a right of deduction) for several weeks before receiving €14,000, if all expenses are retained. A payment schedule negotiated with the provider, aligned with the project milestones, solves the issue at no financial cost.
04 · Reasons for rejectionBy the end of this section, you will know the seven mistakes that cost you the application
Why is an SME Package Digital application refused?
None of these mistakes concerns the company's eligibility. All of them concern how the application is put together, and all of them can be avoided before submission. Reasons common to the five packages and avenues of appeal: refusal of an SME Package (in French).
The mistakes that block
Ordering or paying before approval. The number one reason for rejection, and one that cannot be remedied.
A quote mixing services, hardware and licences without a clear breakdown.
A project below €3,000 excl. VAT, and therefore below the scheme's floor.
No pre-analysis with the House of Entrepreneurship or eHandwierk.
A project description that is too generic, with no deliverable or measurable scope.
An inaccurate de minimis declaration or one that omits previous aid.
A final invoice that differs from the approved quote, which blocks payment at the end of the process.
What gets an application through
A quote in three blocks: consulting, integration, training, with licences set apart outside the cost base.
A deliverable described in verifiable terms: what will exist after the project and did not exist before.
An explicit link to one of the three official strands of the Digital package.
A timetable consistent with the review period, with no early start.
An up-to-date de minimis history over the rolling three-year period, linked undertakings included.
A complete file at first submission, which avoids back-and-forth and lost weeks.
We check the completeness and consistency of each document before submission. The decision to grant the aid rests exclusively with the Ministry of the Economy.
05 · Choosing a package
Digital, AI or Service: which package should your project go under?
The same need can fall under three different packages depending on how the deliverable is framed. Attaching it to the wrong package is a reason for rejection, and it can be corrected before the pre-analysis.
The same project, three possible packages
Your need
Digital package
AI package
Service package
Better customer follow-up
Deploying a CRM
Scoring and automated reminders
Redesign of the customer journey and relationship
Processing invoices faster
Invoicing module in the ERP
Automatic invoice reading
Out of scope
Responding to requests faster
Form and ticketing tool
Conversational agent
Service standards and training
Selling online
E-commerce shop
Recommendation and personalisation
Consistency of offer and pricing
Rule of thumb: the package follows the deliverable, not the intention. If the provider delivers configured software, it is Digital. If it delivers automated processing using artificial intelligence, it is AI. If it delivers a diagnosis and a transformation of the customer experience, it is Service. See the SME Package AI guide and the SME Package Service guide to decide.

Frequently asked questions
SME Package Digital: answers to the most frequently asked questions
What is the maximum amount of the SME Package Digital?
The maximum amount of the SME Package Digital is €17,500, i.e. 70% of a €25,000 service excluding VAT. The official fact sheet provides for a project and a quote of between €3,000 and €25,000 excl. VAT. A larger project does not automatically entitle you to €17,500: its scope must be qualified in the pre-analysis, for example refocused on €25,000 excl. VAT at most or split into genuinely separate projects, subject to the Ministry's decision.
Is IT hardware funded?
In principle, no: IT hardware is not retained under the SME Package Digital, according to our reading of the conditions. The scheme funds the provision of services: consulting, integration, configuration, custom development and training. Servers, workstations, point-of-sale terminals and peripherals remain at the company's expense, as do licences and subscriptions purchased on their own.
Is a website on its own eligible?
Yes, a website on its own can fall under the SME Package Digital: creating or improving the website is explicitly part of the package's digital marketing strand. The condition relates to the budget: the service must amount to at least €3,000 excl. VAT. A €2,000 website falls outside the scheme, whatever its quality.
Is the pre-analysis mandatory for the Digital package?
Yes, the pre-analysis is mandatory for the SME Package Digital. The company must contact the House of Entrepreneurship of the Chamber of Commerce or the eHandwierk service of the Chamber of Skilled Trades. Without this step, the application is not admissible. The Cybersecurity package adds a further pre-analysis with the Luxembourg House of Cybersecurity, which is not the case for Digital.
Can the project start before the Ministry's approval?
No, an SME Package Digital project must not start before the notification of approval from the Ministry of the Economy. Any order or payment made before the notification of approval exposes the expense to exclusion from funding. This is a frequent cause of refusal, and one that is difficult to remedy.
How long does it take to receive the grant?
Allow, as a rough guide, four to six months in general before receiving the SME Package Digital grant; the administration does not publish a guaranteed timeframe. On our files, we generally observe three to six weeks of review, one to three months of implementation, then four to eight weeks for the evaluation meeting and payment. The full process generally takes four to six months. These durations are observed on our files and do not constitute a commitment by the administration.
Can the Digital package be combined with the AI package?
Yes, the Digital package can be combined with the AI package, but not automatically. Several packages may be requested for separate projects, without double funding of the same expenses, with each application approved before the project starts and within the ceiling of €300,000 of de minimis aid per single undertaking (linked undertakings included) over any rolling three-year period set by Regulation (EU) 2023/2831. An SME can, for example, fund its ERP through the Digital package, then accounting automation through the AI package.
Is there a list of approved providers?
No, there is no official list of approved providers for the SME Package Digital: the scheme's fact sheet does not publish one. The company is free to choose its provider. This freedom is an advantage, provided you check that the quote is structured around the eligible cost base and that the provider is able to produce the supporting documents expected at the end of the process.
Is the grant taxable and how should it be accounted for?
The tax and accounting treatment of the grant depends on the nature of the subsidised expense and on whether it is recorded as an expense or as a fixed asset. A service expensed in the financial year calls for the grant to be recognised as income, with the corresponding tax consequences. The treatment must be decided case by case with your accountant; it is a question of accounting and taxation, not of eligibility.
What happens if the application is refused?
If an SME Package Digital application is refused, the decision is notified by the Ministry of the Economy. Depending on the reason, the application may be reworked and resubmitted after correction, for example when the quote is poorly broken down or the project description insufficient. However, an expense incurred before approval cannot be regularised. No appeal procedure specific to the scheme is published on the official fact sheet.
